GR Langlois (1991) Ltd had identified the opportunity to deliver 16 affordable family homes as an extension of St John’s Village together with the delivery of a new playing field for St John’s Primary School.
The provision of a new playing field for St John’s Playing Field had been partly anticipated by the Island Plan Proposals Map.
The location for the new housing was included within the Green Zone of the 2011 Island Plan. The development proposals represented a significant departure from Island Plan policy and the Minister requested that the application be heard through a public inquiry.
Stephanie managed and presented the Applicant’s case through the public inquiry and successfully argued that the development proposed represented an appropriate extension of St John’s Village, providing new family homes, connected by a new footpath to the Village, and resulting in sustainable development.
The area required for the playing field for St John’s Primary School extended beyond the extent included within that zoned for education on the Island Plan Proposals Plan. Stephanie was able to successfully argue why the additional land, which fell in the Green Zone, was needed.
Field J525 was identified as an affordable housing site (Policy H4) in the Bridging Island Plan, 2022.
The development has been completed and provides homes for 16 families, with a connection to St John’s Village via a footpath.
The playing field has been completed and is now being used by St John’s Primary School.
