Following CCA Galleries International (‘CCA’) purchase of the Millbrook House Hotel (‘MHH’), Steedman Planning (SP) has supported the project to repurpose, refurbish and extend the existing Hotel by assisting CCA Galleries secure planning permission for a revised scheme.
To do so, SP was commissioned to provide local planning services and support the client to provide planning advice including compliance with pre-commencement conditions, Environmental Impact Assessment (EIA), and the management of a public engagement strategy.
Following the grant of planning permission in 2021 and following the Covid pandemic and Brexit CCA identified that an increase in construction costs required a revisit of the design. Steedman Planning has managed and led a complex revised planning submission informed by updated EIA, to address new land use policies. This has resulted in the grant of planning permission for a scheme that:
The Hotel Site would be upgraded to achieve a 5-star AA quality standard.

Steedman Planning has led the design team throughout the revised planning process, providing comprehensive planning strategy advice and insight into the interpretation of revised planning and environmental policies approved as part of the 2022 Bridging Island Plan and ensuring that the decision maker was provided with the assessments required to explain how the revised project could be approved with reference to the policies of the Bridging Island Plan, 2022.

Planning permission has been granted for the revised scheme and CCA Galleries has consent to implement the project and create the Apart / Art Hotel proposed. This would deliver 77 bedrooms to the island’s stock of visitor accommodation.
